If you have the source video, check again to determine whether the time information was actually burned into the recorded image, or whether the footage time counter was inadvertently displayed by the player during transfer to the DVD recorder. Permanent, burnt-in characters usually include the date, hour, and minute. But if you only see a footage time counter, chances are it is not on the tape itself, but an overlay generated by the player itself. In that case, you should just re-transfer the footage, pushing the player's Display button until the time counter disappears. This would take far less time, and have better results than trying to blur out the time characters.

If the numbers are actually recorded onto the source tape itself, then you will need to copy to your computer and go through a re-encoding process that will include a logo-bug filter or some equivalent. That involves an arduous process and the results are not that great. So, before we give you a whole lot of advice, please confirm first if indeed the image was recorded onto the source tape or just an overlay made by the tape playback device and fed into your DVD recorder that way.

de-logo is a common choice, although there are others, such as the MSU subtitle remover. None will do better than a blur or muddy patch of pixels, and all require that you re-encode your video. If the timecode was not on the original tape then I would re-record and make sure the timecode display is turned off ont eh VCR and get a clean copy

Search for delogo and follow the instructions. There are several posts on the subject. You will also have to learn how to frameserve from virtualdub if you want mepg-2 files at the end of the process.
