BIG topic but yes most pro lights are on dimmers.
The prime issue for cheap dimmers and lights is to maintain color temperature as dimmers are adjusted. Be sure to use manual white balance after dimming lights.
Most photo equipment stores (pro stores not Ritz Camera) and pro AV rental shops can help you with a lighting package.
If you are on the cheap, a good adjustable camcorder can get good results when tweaked using normal house light dimmers. I like the wide spectrum GE "Reveal" bulbs when on the cheap.
For a serious project, I rent lighting equipment.Recommends: Kiva.org - Loans that change lives.
