I have some multigenerational tapes that I am planning to burn to DVD. They suffer from staticy picture and glowy colors. Is there anyway to improve the qualty while burning to DVD?

Yes, better VCR for static (Panasonic AG1970P, AG1980P, maybe), or original VCR used to make the tape (or the camera).

For colors, use a proc amp.

Use a good DVD recorder known to remove noise. Few do this, none are new in stores. Toshiba XS series, JVC 10/100/30/300/MV1/MV5 series.

Or pay a service that specializes in restoration work. This is often cheaper, if you get the right company to do it.
