I'm using Sony Vegas 8.0 and have a 22 in VGA monitor that I use. I would like to get a better idea of what I'm doing to the color corrections (some over/under exposed video).
Here are some factors:
The output will be made into a DVD for playing on a hardward DVD player connected (composite) to a TV or through a DLP Projector
I have a Digital camera but bought it a LONG time ago so it doesn't have a way to input the signal from the computer (it only has an output)
My video editing computer does not have an S-video out. It does have a large firewire connection on the front.
My question is probably, would the least expensive method be to buy a new digital camera and run the video from the firewire connection thru composite to a tv?
Do they make TVs with USB inputs?

USB input on TVs is generally for reading image files from a flash drive in a slide-show.

OK, but going back to your question -- not sure how any of those USB features would help in what he wants to do.

Direct answer is a Canopus ADVC or ADS Pyro or a DV camcorder with "pass-through" + black level rescale within Vegas.
TV USB question seems not to apply to Vegas. Does "digital camera" mean camcorder?
