Anyone know the name of this film/movie

I saw this movie a few years ago and never got the name of it -
Can anyone help me with the name

its film about a guy who hangs around near a bank or a large possibly financial instituiton.
He is perfectly able and normal, but when he goes near this place he puts an act on like he is disable/handicap

Acting this way he fools the mangers/workers in this place and they allow him special/privledges access to the place.

Using this to his advantage he finds out about everything in the place from security procedures to shift patterns and cleaners routine. The institution have a massive clear out and are about to throw away a priceless golden (kinda mast) stick thing.

He sees this and staying within his handicap manner he tells the security guard and the salvage this. It is then framed and high security and laser protection is put around this golden valuable stand thing ( pardon my decription of this)

He then continues acting abnormal inside this institution gathering valuable information - away while he is alone at home he plans to rob this goldern pole thing.

He then attmepts to do this and is successful past all the lasers and manages to get it until some guy comes and has been aware of his deceit all along. This guy makes him hand the pole thing over and swaps it by taking the proper 1 and leaving a bronze valueless replicate for the so called handicap guy. While the other guy is swapping them he makes the so called handicap guy face toher way and runs away

the so called handicap guy gets hold of the useless replicate in the sack and runs and manages to escape while the police close in.

Having got several miles he gets out of the car and screams in delight. He thinks he has manage to pull it off.
He then gets a call from the guy who stopped him in the bank - this guy tells him to check the sack - when he checks he realises he's been done and just shouts as loud as he can in fury.

Having been given the useless one he hears the sound of the police closing in on him and this is the end of the film

i thought it was robert de niro that played a 'lead' role and had a look thorugh imdb.com and his movies before bout must have missd that.

The description was pretty poor to the movie in my version but u got it.
