Hi All,
My question is. If I convert a video with lower bitrate to higher bitrate video will there be any Quality improvement in target video?

No. You'll just get better retention of the artifacts in the low bitrate source.
Take a nice flat shiny piece of aluminum file. Wad it up into a 1 inch diameter ball. Open it back to a flat sheet. Notice all the artifacts (wrinkles)? Now squish it down to a 2 inch ball and open it up again. Are there more or less wrinkles now?
