I have a couple of diff movies downloaded and captured the downloaded movies seem to never come in even close to a right standard and my cheap capture card only supports sizes up to 320 x 240. My ? is what do I have to do to to make sure that it doesn't get out of proportion when I encode it.

If you are using TMPGEnc, then under settings, advanced, video arrange method, select Center (custom size), and size the frame in a way that will be propotional (remember the overall size of the mpeg will become 4:3 on your tv). 16:9 for a widescreen movie, and 40:17 for a wider screen movie (the actual ratios you use will be different depending on the size of your final mpeg and if you captured any black bars). Who said that 6th grade math would never come in handy!
