I am having this problem i which I am seeing traces when there is fast motion, looks like a flipbook.
I followed this guide to make my 16:9 anamorphic video. I got the aspect ratio correct, their heads look proportional. The clip it produced even though it looked 4x3 looked good no motion problems. After that I loaded the clip in tmpg express to make it 16x9 mpg file.

I first had it interlaced and it looked quite bad, I then changed it to progressive and it looked much better, but there are still small traces, is this just a problem with tmpg express?

nevermind guys, I figured it out.
so when I load the clip in tmpg it says display mode: interlace or progressive, I changed it to progressive.
Now when I select output dvd mpg file, there is also another display mode option I never noticed before, I selected progressive in that one too and that fixed it no motion problems.
