Hi folks!

Does anyone know how to add effects like they use in "Seconds from disaster" on National Geographic Channel, and also seen in "24". You know these countdowns they have with sound on them? Looks kind of hi-tech
What kind of video editing program offers these kind of effects?

Didnt know how to narrow this down and use the search engine in here, sorry
