    Question:
    1. I captured a movie with Windows Media Center.
    "Personal Magic" 1Hr 46 Min
The file in dvrms was Approxametly 6 Gig
I cut the first few minutes and the last of the video capture after the titles with Videoredo
    I then saved to file.
Using Tempgenc DVD Author I put in chapter splits and saved the output DVD folder and it saved it at about 6 Gig,

    2. I then took the original Personal Magic (dvrms) and saved the file with videoredo without cutting
I added file with Tempgenc DVD Author and cut the first of the movie and the last of the movie and added chapters.
The output file was approx. 3.6 Gig.

Examining one VOB file with avicodec both outputs were quality 98%

Can someone explain how or why this happens?

avicodec is wrong. try getting the bitrate with gspot which may give you a better idea of the quality of the output.
