DVD Lab Pro (DLP) has built in templates and wizards for multiple choice trivia type games.
There is also one development environment for DVD games that I am aware of (although the name escapes me at present) or third parties such as DVDi ( http://www.dvdi.info/index.html ).
Basic games can be created in any good authoring package, be it freeware or payware, if you take the time to plan it all out, create all the assets etc. However once you start putting timers and scoring into the mix it becomes a lot more complicated, requires programing and an understand of the DVD spec, and isn't for beginners. Most authoring tools hide the necessary features from you, so very few are capable of doing much beyond simple menu based games with simple reward clips.
http://www.mediachance.com/dvdlab/tutorial/quiz.html will give you an idea of what DLP can do (don't forget part 2 - scoring : http://www.mediachance.com/dvdlab/tutorial/quiz2.html )Read my blog here.
