I have read quite a lot of posts, and seem to get a general feeling that TMPGenc is the best for quality (certainly not speed.) I realize others may see it differently.
Here is my experience: Using NERO 5.5.6.4, by just dropping an AVI file over to be burned by Nero, I get much better quality than using the default SVCD Mpeg2 template that comes with TMPGenc. I am using version 2.02 of TMPGenc. I have read that newer versions are particularly buggy, including 2.51, so I haven't tried them.
I have read to use VBR, and a few other things, such as higher bit rate. I tried setting those manually and creating the MPG file, but when I do that, and try to then burn a CD with Nero with that file, Nero says the file is out of standard, and won't burn it. I saw one post that spoke of a template he had that was supposed to be great, and to ask for it if we wanted. I did, but never got a response.
Any suggestions, or templates, out there? I would like to use TMPGenc, so that I can Frameserve from Adobe Premier. Also, because I want to use TSCV. I could consider another program too.

If you're cool with your settings, on the first tab of your Nero layout, simply UNCHECK the "compliant standards box" and burn. This will turn off the compliancy.
If you're looking for great bandwidth saving templates, go into the TOOLS section and check out Sefy's sxVCD and SeVCD templates. They'll fit approx. 95 minutes on an 800 meg'r~~~Spidey~~~

I'll check out Sefy's templates from the tools section. I'll reply back with my impression of results for the benefits of the thread.
By the way, this morning I started a frame serve from Premier with a 32 minute movie. I set TMPGenc to do two passes, VBR (interestingly, it's showing 1150 KBS instead of the 2000 it had been) and turned on a couple of filters (don't remember which two right now). It's been running on my 1.7GH 768MB computer for 11 hours and 46 minutes now, and it is 44% done. Wonder if it'll be worth the time.
I'll definitely check out the templates.
