Problem with Saving Parameters in Pan/Crop.

I would like to set the height of a still so that it does not extend from the top to bottom of the frame, 480 pixels. Pan/Crop shows Stretch to fill frame. I set it to No. I Set Zoom in workspace to 55%. It was 67%, and exit (x in upper right). Preview is unchanged. Looking at Pan/Scan again. I see the Zoom is 67% and Stretch is still No. Why didn't Zoom take effect?

You might tell us what editing program you're using.

Vegas. (I had set the title up to say Vegas, and submitted it. An hour later I came back and found it hadn't posted it, and the title was missing. I re-typed the title, but forgot Vegas. Such is life.)
