  1. in the PICTURE SETTINGS of my LCD TV it has the following which arent explained in the manual..

    1. Noise Reduction = off / low / medium / high
    2. Film Mode = on / off

No matter what i put these on theres no change whatsoever to the picture or its quality...

    what are they?

And you didn't think it would be helpful to mention your make and model of LCD TV because ... ?

Best guess - Film mode might possibly be some way to display an image in 24 fps.

Noise reduction is useless in high quality video sources like DVD or even clean cable TV feeds, so I'm not surprised that this feature makes no difference. It might be useful for videotapes I guess.

Noise reduction must be for the aerial analogue broadcasts. It might help with VHS sources too. Sometimes, it also helps with VCDs and very compressed DVB channels.

Film mode is usually a manufacturer's preset for watching movies. A feature that nobody uses.

What does the manual say about "film mode" ?

It could be turning inverse telecine detection on and off.
