I heard that this virtual dub plugin is the best way to deinterlace, my intention is apply this plugin and the frameserve to TMPGEnc, but wich are the best setting for that plugin? I'm confused

I can help you with settings, but first, we need some more information.
1. What resolution is your "raw" (e.g., capture) avi in?
2. What will you be creating in TMPGenc (VCD or SVCD)?
3. Are you going to apply any other filters in Virtual Dub?
These questions will impact your decisions on settings. Let me know. -
The source is dvd, pal, an x-files episode, I wanna create SVCD with bitrate 2300, and I wanna rip the episode twice, one in spanish and the other one in english with subtitles, so I will apply in virtualdub the subtitle filter in one of the rips.

yes i would like to get some kind of idea what to set the settings on area base deinterlace for a NTSC file 720x480 2300kbps/ too.
