    Is there a program that will tell me whether a Vcd is PAL or NTSC? That is all I need the program to tell me, this way I don't have to convert it to NTSC if it isin't already. Thanks.

    Open it up in windows media player

    right click on movie, choose properties
    Look and see what res is first.

    if ntsc- 352x240 @ 29.97 fps
    if pal- 352x288 @ 25 fps
