There's a tab in TMPGenc named Quantixe Matrix... what's that for? and what's all the settings in there for?

The only ones that matter are soften block noise which gets rid of jaggies in VCDs (don't bother on SVCD or higher). Then Floating point dct which can give you a better overall picture on low motion but will produce tracers on high motion stuff.

quantize matrix is quite a useful tab.
when u encode a cartoon or computer graphics, or anything that has to be evenly encoded over the whole picture (test patterns), use cg/animation.
for images of natural objects, use default. it won't encoded evenly over the whole picture. some parts will look blurier than others, but you probably won't notice this because natural objects are sort of random.
mpeg standard is a good all rounder.
output yuv as basic ybcbcr not ccir601 should be ticked when the source colour range uses the tv format (8=black, 235=white on 0-255 range). that way the whole range of input colours is used, instead of being stretched. but only tick it if the source uses this colour range (camcorders, dvd2avi set to tv mode). if you can get your source to output tv colours, do so and tick the box because the quality is better.
floating point dct gives you a better picture with higher mpeg precision and less jitter.
no motion search for still picture part by half pixel will stop the picture from having small movement on the still parts. it's good for low motion and stills.
soften block noise is a saviour when the bitrate is too low. it blurs the picture a little bit when it looks very blocky.
