Will the digital television (DTV) deadline February 17, 2009 effect on the player based device such as the DVD player or it will only effect on the recorder based device such as the VHS, DVD recorder etc?

It will have no effect on dvd players as they do not have tuners. It will basically only "effect" any device that has a built in tuner and even that is no big deal. You will likely soon see devices with both analog and digital tuners and after the deadline, they will be digital only. The only real "effect" of this whole process, is for all of the devices in use that don't have digital tuners. They will require an external tuner box.

No effect at all on players.
No effect on recording devices as long as the recording device is able to get a TV signal to record after the changeover. This will require either a cable box or a digital to analog converter box.
