a complete novice regarding video converting, and would like to ask a question regarding quality.

what programme offers the best quality of resolution for playback of the above players in the subject header

You should experiment on your own. Take a 1min clip of whatever you want to convert and test each format.

Just remember the bitrate determines the quality and filesize in general. The higher the bitrate the better the quality but also larger filesize. A lower bitrate will be smaller but not as good.

There are no real winners for "best". Each has its uses and applications. You need to evaluate what your end use is for the conversion.
