Ok this is a simple question. You know how a VCD is 80min with 700mb right? and a standard vcd is like 1250 kbit/s right? so that would allow you to fit 80 min on 700mb, can u fit a movie thats 90 min on a 700mb cd if i lowered the bitrate? then the size would be smaller right? and it should techinaclly fit right?

Standard bitrate is 1150 kbit/s for video and 224 kbit/s for audio.
As for reducing the bitrate, yes you will be able to fit more video but that will mean that your VCD is now "non-standard" -- i.e., an XVCD and may not work properly on YOUR player and will not work properly and many players.
