    With which program can you easily create this but to still have a wide range of options?
    Also is it possible to edit these movies so you can translate them to other languages, how would you do that?

    I'm willing to learn..

    Any reasonable editor can do it - Premiere elements/Vegas Movie Studio/Ulead Video Studio. The stills can be done is Paint.net or the gimp or similar.

    Changing the languages would be done most easily by using subtitles rather than trying to change the stills, although it could be done this way.

    I would like to completely adapt them to other language, both visually and with sound, so it doesn't have any subtitles and you couldn't tell a difference or ruin anything...can you tell me exactly the name of the best program to do this and version?

    There is no single program to do this. You would have to

    Demux the video and audio

    Record a new audio track in an audio program (audacity can do this)

    Take snapshots of the still clips you want to change.

    Alter them in a still image program.

    Bring the new stills into a video editor (any previously listed can do this) and recreate any animations or transitions from the original

    Edit all the clips back together with the original video clips, add the new audio and save the new version

    yes, I was thinking along those lines.

    So, can you just list me the best programs for each step you stated so that way I would know everything needed to be done and I would just have to learn how to use each program.

    Most of that was probably done in flash, although you could probably get away with power point if you had it. There are some cheaper 'flash' type programs you could look at as alternatives.

    You could also do simple 2D work with paint.net (free) and your editor, but it would mean more work on your part.
