I'm looking for a transition between clips and I need one that looks like you are changing channels on an old tv,you know static and clicking sound.
I searched Google but couldn't find anything.

You didn't mention what software you are using so here are two options.
Firstly, in After Effects
1) Create a new composition
2) Layer -> New -> Solid
3) Effect -> Stylize -> Noise or in AE CS3 Effect -> Noise -> Noise
4) Set amount of Noise to 100
5) Check or uncheck other boxes as you desire (I unchecked Use Color Noise for example)

Note! I did this in PAL resolution and format. If you need NTSC just let me know and I can knock that up for you. I'm nice like that
