You want to convert a 4 second dv-ntsc clip to a gif file?
    Why?
Wouldn't a .mov, or .avi or heck even a .flv file work?

You would have to first from quicktime export the 4 sec movie
from QT Pro using my steps for creating quicktime screen grabs,
then, you would have to take those screen grabs, and batch process them through
    Graphic Converter..

You would use Graphic Converter's Batch --> Convert to .GIF,
and under it's options, select animated movie, and chose a fps rate
( 15 is good) for your animated GIF . Once done, it will reproduce
a animated gif file that will play like a movie. Be sure to NOT check
transparency, and choose adaptive web colors so it looks good across
    multiple platforms/monitors.

If you have Photoshop, you have ImageReady.
Just drop the file on the ImageReady icon.
