okay, here's my question
Is it possible to tweak an existing mpeg file (or any video file) so that it automaticly plays back (on a computer) at half its actual width and height?
i'm asking because i've noticed that more quality is preserved when encoding files with lower bitrates at larger resolutions when you play them back at half thier size

no, i asked if a file can be tweaked so that it will play that way in any player, without anything needed to be done by the user.
