DVD to Mpeg2

I have been searching all over this site for help - I have come close but my problem seems to be a bit unique.
My church films services and they are aired on local television stations. Most of these stations can accept the DVD that we give them. However, one station requires us to provide them with the antiquated 3/4 inch tape (which is a pain) OR a DVD in Mpeg2 format (we'd prefer to do this).
I have ripped a DVD to my hard drive using DVD Shrink (I also have DVD Decrypter). I want to convert those files to Mpeg2. I have downloaded a few of the programs I have seen mentioned but have had no luck accomplishing my task. The files that are created when I rip the DVD are TS, VTS, MPV and a couple BUP files. What program should I use/buy to convert these files to Mpeg2? OR should I be thinking about converting the files as I rip them? I am a novice so please be gentle!
I have uploaded a snapshot of the files that are created by DVD Shrink. Please let me know if I need to provide more info...
Any help will be greatly appreciated.

should be as simple as vob2mpg since you already have the vobs on the harddrive.

Is vob2mpg the program I need to get? I see something that states I'll need net. framework 2.
Am I in over my head?

vob2mpg needs net.framework 2 to work.
I am guessing this is related - - I have been trying to download a Windows update for over a month but it will not install. I have checked the Microsoft website through and through. I have Google-searched. I can not get this update loaded. Every time I try I get the following...
"Security Update for Microsoft .NET Framework, Version 2.0 (KB928365)"
ANY IDEAS?
