  1. On a VCR with PAL-I, if I play a tape recorded in PAL-BG will it affect the video outputs via S-Video/Composite for capturing purposes ?

    PAL I, B, G only affects the tuner not the recording on tape. VHS records Y and C separately. C is the PAL color component. Any PAL tape* should play the same.

    *Excluding PAL M and N which are special cases.

    so it means that I get exactly the same picture via S-Video/Composite if the VCR is PAL-I and the tape is PAL-BG, like using a PAL-I VCR, right ?

    Yes. They all use the same luminance scan and subcarrier frequency 4.43MHz. The RF signal may differ for channel frequencies and channel width but baseband (composite/S-Video) should be the same.
