There are DVD's that have different language or subtitle. How do you include them in the VCD?

You can only include ONE stereo soundtrack on a VCD. If you want to put another language on, then you will have to have two mono tracks (one on the left channel and one on the right channel).
To do this, you will have to extract both languages, downmix them to mono and then put one as the left channel and one as the right.
Subtitles on a VCD can only be hard-encoded (i.e., part of the picture) and will not be selectable.
A SVCD can contain TWO stereo soundtracks or 4 mono ones.
You can have selectable subtitles as well though this is not supported well in stand-alone devices.
