I have tried converting a flash (flv) file to mpeg II using SUPER. I've tried four or five at several bitrates ranging from around 2000 Kbps to 9000 Kbps. The conversion goes find, but every time I try to load one of these files into TMPGEnc DVD Author 2.0 (latest version) I get the following error message:
"The video bitrate 104857 Kbps (104857200 bps) exceeds the MP@ML standard. The MPEG 2 MP@ML standard requires the maximum video bitrate to be 15 Mbps. Smart rendering cannot be used at a higher bitrate so the sotfware cannot open the file."
I don't get it. Why does it tell me that all of these files I've made are 104857 Kbps, when they are made at different bitrates, all lower than that number, and all different?
I managed to open them all in NeroVision Express with no problem and burn them as DVDs with no problem. What's with DVD Author

Use DVD Patcher to change the header information to reflect a lower bitrate and try again. Most software just reads the header, and doesn't scan the file, because it is faster. Unfortunately the header can contain arbitrary information, as it appears to in your case.
