    is there any other programs which can join 2 sets of VIDEO_TS and AUDIO_TS folders to fit on a dvd as 1 AUDIO_TS and 1 VIDEO_TS apart from dvdshrink

    DVDRemake - Check the guides for it.
    these guides here seem to load up page so cannot check them I want to check the merge feature

    I mean this bit Merging 2 DVD's - Merge 2 DVD's keeping main menu's for both and switching between the two

    Nope, that guide seems to be down. But look up DVDRemake under TOOLS left, and list the guides for it. I'm sure there are more that fits your bill.
