Ripping is easy. I use a program called DVD43 (check the tools section) - it removes the region code "on the fly", so your DVD drive in your computer thinks the disk is region free, and you don't have to worry about changing the region code on your drive.

That takes care of the region code.

Then is the disc in PAL format, or NTSC? If it's PAL, you will either need a player that can play PAL, or you will have to convert it to NTSC.

  3. Region 3 is Korea, Taiwan, Hong Kong (and some other places) and almost always NTSC. He's probably OK as far as that goes. Once decrypted to the hard drive (I'd use DVD Decrypter), it'll be all-region. Then you can burn it directly to a DVD9 if it's DVD9 size, or shrink it to DVD5 size using one of the many available methods, or, if it's on a DVD5 to begin with, burn it directly to a DVD+/-R. To burn, ImgBurn is the app of choice.

I had no idea where region 3 was, or if it ws NTSC or PAL, so that's good to know.

He said it was a DVD9, so he'll need to shrink or re-encode it.
