TMpegEnc has built-in resize filter, which is very convenient. However, I don't know what type of resize filter I am using, bilinear, bicubic, or nearest neighbor? When I frameserve into CCE with Avisynth or V-Dub, I can choose the one resize filter I want to use. How can you do that in TMpegEnc? The closest thing I find in TMpegEnc is in Motion Search Control, where you can choose from fast(worst quality) to slowest(highest quality). Are they corresponding to different resize filters?

My understanding of the bilinear and bicubic filters is that you use bilinear when you reduce the resolution.
e.g. 704 x 240 resized to 352 x 240.
Bicubic resizing filters are used when you increase the resolution, say from 352 x 240 to 352 x 480.
If you want to go from 740 x 240 to 352 x 480, I believe bicubic is the best filter to use.
Regarding Motion Search Control in TMPGenc the High Quality setting seems to be the most popular. I've tried both the High Quality and Highest Quality settings and I can't see any difference even though Highest Quality takes a lot longer to process.

Bicubic is always better (but slower... and its worth it
)... try to scale the movie with bicubic rezise in VirtualDub or Avisynth and then frameserve if you can.

You can not choose between different resize filters in TMPG. There is a built-in filter, but I don't know, what a filter it is. I also emailed TMPG, but did not got a reply.

I've done various tests with the built-in resize filter and it's giving awful results on some material. It's definitely bilinear at it's best.
