A long winded way to do it is to use something like CD-EX (http://cdexos.sourceforge.net/) and convert your mp3s to wav and then back to mp3 (selecting the normlize either on the mp3->wav or wav-mp3).

One problem is that you will lose the mp3 tags.

Before resorting to this tho' have a look on Google - someone else MUST had had this to do before and written something

Try using MP3Gain. I have been using it for a few years and been very happy. I do not know if it works with Vista. <http://mp3gain.sourceforge.net/download.php>
