Hmmnn... not sure if there's one that will retain the tags and let you normalize. Then again, I am not very familiar with AACGain. But another option would be to convert the AAC files into a different format (one which still retains their true quality), such as AC3 using WinFF or VLC converter.
I've found it helpful, and I'm sure it would work for you as well. If however you NEED the audio files to remain in AAC format, then I'm sorry for wasting your time... as this post won't really help you.
