  1. I was wondering I have a vcd the quality is good now I was wondering can I convert the vcd into a svcd? And will that make the quality better and if so what program can I use to take the vcd into a svcd thanks!

    BTW what are xvcd and xsvcd are these qualitys better than standard?

    You can re-encode to svcd using TMPGEnc, but re-encoding it's not a good thing, you will loose quality.
    Encode directly to SVCD or xSVCD that way you will get better results.
    There are guides on this site explainnig how to do that.

    Re-encoding a vcd to svcd will only loose quality, no matter what a file can never be better than its source file. Guarenteed it will look worse if you re-encode it to svcd
