I have a DVD, PAL. I used dvd decrypter to put the VOB files to my HDD.
Then I used VOB2MPG to make them into 1 4GB MPG file.

When I load it to TMPG DVD Author, it says it's PAL. Of course. I need NTSC though.
So I read up that TMPGEnc can convert... so I tried*, but the resulting are:

VTS_01.m1v -- plays fine with VLC, no audio (of course)
VTS_01.mp2 -- doesn't hear anything using VLC or Windows Media Player

And the combined two only makes 1.46GB. Something's weird. From 4GB to 1.46GB.
I did something wrong with TMPGEnc. I use TMPGEnc Plus 2.5, btw.

When I muxed them back using TMPGEnc Plus 2.5's MPEG Tools, I get error after finished:
"20xxx something caused buffer underflow. This may cause some problems bla bla"
Don't quite remember what... but the resulting VTS_01.mpg does not have any audio.

    Note:
*This is what I did. I ran the program.
Video source ... [browse]. I clicked [browse], I chose the MPG file.
    Nothing for audio, I think.
    I pressed [Settings]

    :VIDEO tab
    changed size to 720x480
changed aspect ratio from 4:3 625 line (PAL) to 4:3 525 line (NTSC)
changed frame rate from 25fps to 29.97fps
    rate control mode: CBR (untouched)
    rest: untouched
    Clicked [ok]

    Back to main, clicked [Start]
Waited 3 hours (sigh)... finally finished. Results are above.

    Any help?

    Thanks.

AFETR YOU HAVE RIPPED THE DVD TO YOUR HARD DRIVE AND THEN USED DVD SRHINK, OPEN NERO ULTRA 6 OR NERO ULTRA 7 AND USE NEROVISION EXPRESS TO CONVERT PAL TO NTSC FORMAT. THIS WORKS VERY WELL FOR ME.

lbjohnson - please don't use all capitals. It is considered shouting and rather rude. And FWIW, NeroVision as a solution in this instance is not something worth shouting about.
