I am a novice in regards to audio tools. I tried WinAMP with a stereo plugin to convert a mono clip to stereo but for the life of me I can't figure out how to save it. so now I'm trying Audacity but I can't figure out how to apply a stereo effect to the audio clip. Any help appreciated.

    Offhand, I don't think there's a preset...

How about copying your mono track so you now have a left and right channel then putting an effect on them?

Or repost and find out how to save with winamp

Import the audio, add a new audio track, copy the contents of the first track into the second, and change one track from "Mono" to "Left Channel" and the other from "Mono" to "Right Channel," then export the wav.

This would still be a mono track. Just utilizing both speakers.

True. But you can add a little reverb to one channel and boost up the midrange on the other, for example. You just need to experiment a little.

Since you start with a mono track, that's as far as you can go. Once mono, always mono. Like said in this and your mirror thread, by applying clever filtering, it may appear as somewhat stereoish, but it won't ever be stereo.
A simple trick is to delay one channel by some small amount, like 0.1 s or less. Same thing as "Wide stereo" found on some CD players.
