I'm looking for a little tool that will tell me if a DVD image is NTSC or PAL and what region the DVD is.

The image is just an image. There's no NTSC or PAL images. Mount it with daemon tools, and get the info (using the same procedure as from a physical Video DVD) from what's inside.

Again: Mount it with daemon tools, open it in DVDDecrypter. I think you'll have to look very hard to find a region code protected DVD in image format. All (?) rippers remove RPC by default.
