If you're lucky, each language is in its own channel (lang A in left speaker, lang B in right). If so, it can be separated with most audio editors, like Audacity or Goldwave.

Open it in audio. Mute the left side and play back the wav. If you hear only one language, you are in luck. If you still hear two, you are screwed and the game is over.

If you hear only one, un-mute the left and mute the right and listen again. Work out which channel has the language you want. Once you know, simply copy that channel over the over, replacing it (some editors will also offer the merge the two - you don't want to do that), then save the results.

I just made a DVD from a Japanese VCD.
VCDs only have one soundtrack, so to add a dub track they commonly put one language in left, one on right.
So to make this two separate audio tracks:

I opened the sound track in Audacity.

It showed a stereo track with two channels.

Click on the triangle to "split".
    Close the right channel.
Click the triangle to "Left channel" to "Mono"

    File|Export as Wave.

Now close this channel, reopen the original file and do the opposite for the other channel.
(There's probably a way to export a single channel while both are open, but I couldn't see it.)

Use BeSweet to convert the two mono waves to stereo MP2 or AC3 for authoring.
