movie files playing in zoom mode

it all started when i was watching a streaming video online. then a message showed up saying "C:\Program is attempting to change or view this computer's Internet Connection Protection Setting. To give C:\Program permission to edit these settings for as long as the program is open, click YES." and that's when i start having problems plaing any movie files. everytime i try to play movie they show up on my screen in a zoom in mode. it plays with audio and video display but the picture is a zoomed in version. kind of like a widescreen, i cant see the side. but this is worst, the movies are shown in like half screens. so i end up watching half of the picture. anybody know how to fix this?

What do you play with? windows media player? what streaming service?

what exactly is a streaming service? ianyways, i use window media player
