    I'm very new at this so please forgive me if this sounds stupid. I just learned how to rip DVDs. I've ripped a DVD using DVD Shrink and now it's in my hard drive in all the various pieces (i.e. .VOB, .IFO and .BUP files). I've figured out how to burn it onto another DVD which is great for backing up, but I also wanted to cut it because there is a portion of it I want to keep on the computer and possibly use online. It's a concert video so I just want a very small portion of it.

    I've split videos in MPEG format using TMPGEnc...but because this is in different formats I don't understand how to do it.

    Open the DVD in DVD Shrink. Click on Re-Author. Drag the title that contains the segment you want across to the left-hand pane. Across in the left-hand pane, right-click on the title and you get an option to set the start and end point. Use this to select the segment you want. Once you are done, click on Backup to save this to your HDD.

    What you will get is a small DVD structure (video_TS folder, ifo and bup files, and probably one small VOB). You can use VOB2mpg to extract the mpg video from the new VOB, or avi.NET to convert it to Xvid.
