Use TDA (if you need a menu) or DVDShrink (if you don't) to reauthor.
Read on here for a DVDShrink guide.

Follow the advice given, the file names do not matter.

Which software gives you this error?

WinAVI is known for spitting out non compliant DVD structures/files.

If you want to make a single DVD from sources already authored as separate VIDEO_TS folders you can't do that by simply burning renamed files. What you can do:

1.A fast and simple way to make one DVD of what you have is to use TDA (as suggested above). Import the sources by dragging VIDEO_TS.IFO to source window. TDA will accept your DVDs track by track with chapters but you'll lose original menus after reauthoring.
2.If you need to keep both menus you can use DVDRemakePro that is capable of joining up to 4 DVDs. After importing your DVDs (2clicks) use 'merge projects' option (1 click) and 'export DVD' (1 click). You'll have additional start menu in your final DVD linking to the original menus of your source DVDs.
