I have a 29.97 fps movie that I want to convert to 25fps.
I read that I have to "inverse telecine" this. Does this process convert it to 24fps or 23.976fps?
how do i "inverse telecine"? any good proggies?

This is a good first read on the subject.

If it's film based, you can IVTC. If it's pure interlaced video, it can't be IVTC'd and you'll have to use another method to convert to PAL. As for the IVTC, using an AviSynth script to do the job, with Decomb, TIVTC, SmartDecimate, etc. is far and away the best way to do it.
If the source framerate is 29.97fps, after a normal IVTC it'll be 23.976fps.
