If I am burning a avi file that is 110 minutes long to a vcd using Nero is there a way for me to span two cd's? Or how can I make this program fit on one cd?

I don't know anyway to do this using Nero. What I would suggest is using TMPGenc to encode the movie, and use the source range command to only encode 1/2 the movie (see Sefy's Newbie/DVD guide for info on using source range).
Basically:
1) D/load TMPGenc (http://www.tmpgenc.com)
2) Click on load and choose the VCD template
3) Load you video/audio source
4) Click on settings, then click on the advance tab. Then double click on 'source range.'
5) Choose the start/stop points of interest (say 1/2 the movie)
6a) Encode, then co back choose the other 1/2 and encode again.
OR
6b) Choose File | Save Project. Then go back choose the other 1/2, choose File | Save project (make sure the project name and output MPEG names are different then the first MPEG). Then choose File | batch encode, add both projects, and hit run.

How about try using Merge & Cut utility in TMPGEnc?
I always encode everything first and then edit the video in MPEG format using this utility to compose my VCD chapters.
Note using this utility: MPEG-1 Sytem (automatic) TYPE won't detect your MPEG file correctly. You need to set to the right type manually in order to be recognized by Nero.
This utility is very buggy. Sometimes you need to run a few times to get the right result.
To run this in TMPGEnc, File->MPEG Tools->Merge & Cut...
Sounds like a free software to cut any video clip from your VCD...

Well, actually, all you have to do is to set it to "MPEG-1 Video-CD" for a standard CD or "MPEG-1 Video-CD (non-standard)" if you are making an XVCD.
I personally find the TMPGEnc 12a cutting tools excellent (frame perfect) for Panasonic encoded VCD streams and I have literally cut hundreds of streams. There are certainly reports of TMPGEnc cutter acting bizarrely but I don't know how that's come about. If you search the forums (once it's back up) you can read about this more.
