Odd SVCD to VCD Problems

I've got this mpeg2 file which refuses to run in windows media player, but works fine in powerDVD. Ok, fair enough.. So, I use tmpgenc to convert it to mpeg1, and the result is a blank video with a really strange aspect ratio (Taller than it is wide) and choppy audio.. Any ideas?
