I use Ulead VideoStudio 8 and I am not happy with the program it won’t support some video formats or it plays and edits them with bad quality even if the needed codecs is installed. I need something that will play and edit video with out any problem can you suggest something thanks.

What video formats would like to edit? Most advanced editors are mainly for dv-avi and not downloaded material like avi,divx,xvid and dvds, mpeg2, vob, hdtv ts.

The video formats I use are downloaded DivX files and most of them are in DivX 4

Divx is tough to edit as the keyframes are commonly 300 frames apart, so frame accurate editing is difficult. Most programs will have to re-encode if you don't edit on the keyframes, which will cause some quality loss. This problem is common for highly compressed video. But for Divx, VirtualDub or it's variants do as good of a job as any. It also has plenty of filters available.
As Baldrick mentioned, a AVI format like DV is easy to edit as every frame is a keyframe, so all edits are frame accurate. -
this is a simple video editor, but i think it can be useful for you, i use it and think that it'll do
