Technically, no. There is nothing to stop you encoding it stretched, but there is no aspect ratio flag for VCD, so unless you can manually switch the aspect ratio of your TV (as some can), it will look stretched. You are better off encoding it as 4:3 letterboxed.

    vizu3d,
16:9 and VCD is kind of a "damned if you do or damned if you don't" proposition. When I started doing VCD's a few years ago due to my inexperience would squeeze the 16:9 image into a 4:3 resolution which of course made everyone look skinny and stupid, Later I learned about 4:3 letterbox, But I have to say that now that I have a widescreen TV, All the VCD's I did "wrong" fill the screen completely and look better (relatively for VCD) than having to zoom the letterboxed ones to the point that they fit best, and MPEG-1 video and zooming just ain't pretty!!!

If you want to do 16:9, do DVD. Uless you have pitiful resolution source, VCD just isn't worth the effort.

To make a long story short: VCD specifications only support 4:3 DAR.
