I have DVDRebuilder Pro and have been using it with HC and Quenc. I can't afford $2000 for CCE SP but would consider CCE Basic. Since it is limited to 2 passes, is it worth it to spend $60. Is it better/faster then HC or Quenc? Please list any benefits. Thank You.

It is faster than both HCenc and Quenc.
Being limited to two passes isnt the end of the world - Procoder can't do more than two passes - in fact CCE SP is one of the few that does allow an arbitrary number of passes. However, after 3 passes, the law of diminishing returns kicks in and you very little from that point on in comparison to the effort expended. In most cases that differences are not visible to the naked eye, but can only be seen as a smoother graph in a bitrate viewer.
For around the same price you could get ProCoder Express, which is arguably a better option for quality, albeit slower than CCE (it sits somewhere between CCE and HCEnc for speed)Read my blog here.
