  2. Creating good SVCD from DV camcorder is tough compared to encoding a DVD rip.
I think the combination of lots of shaky onscreen movement (from handheld recording) and fullscreen picture (as opposed to letterbox DVD) makes it difficult for the mpeg encoder to do good compression at the limited bitrate of SVCD.
If you were using the standard SVCD template in TMPGEnc, try changing from CQ VBR 65 max 2520 to CBR constant 2520 bitrate. The CQ VBR 65 probably averages around 1700 so by increasing to constant 2520 you should improve in quality somewhat. This is still a standard compliant SVCD.
You could also try higher bitrates like 3000 or 3500 if your DVD player supports it, but then this would be non-standard XSVCD and may not work in other DVD players.
If your player doesn't play over 2500 you could try lowering the resolution to 352x480 if your player supports it. You would lose a little detail but the motion quality should be better because you have more bits per pixel. However this would also be non-standard XSVCD and may not play in other DVD players.
Another option might be trying XVCD with 720x480 mpeg-1 at 2500 or higher bitrate if your player can handle it. I have been experimenting with this for DVD rips with good results but haven't tried it yet for camcorder video. From my experience I think TMPGEnc is better at encoding mpeg-1 than mpeg-2 at low bitrates. You would need to de-interlace the camcorder video because mpeg-1 doesn't support interlacing.
