    What sort of repairs? You can put it into the freeware audio editor Audacity and do quite a few things with the file. Most other audio editors that accept MP3 can do the same.

    I do care about noises, low bitrates, etc...

    Low bitrates is not much do do about - the damage is done. Noises etc can be removed using an audio editor. This involves decoding and reencoding, so a good bitrate to start with is crucial.
