I have an old concert video that is a bit shaky. Is there a program I can use to "stablize" it a bit? What I am thinking of is what I have seen law inforcement use that has a free floating window that moves around the screen that keeps one statonary point of the video in the same place.

Deshaker for Virtualdub will do what you ask.

I cannot find the download link for deshaker. Where is it?

That's not the same as the MSU version, which does not seem to have a download link.

I didn't realize MSH now has a deshaker filter and didn't notice Wile_E's link.
I've tried the one I linked to and it works. It's a bit cumbersome if I remember correctly.
